That they are building a queen cell probably means you did not get the queen so they are making a new one. Unfortunately at this time of year the new queen is unlikely to mate as there are not enough drones around.

Could you post a picture of the queen cell so we can confirm it is a queen cell?

Also, you could go back to where you got the bees from and see if there are any bees left, the queen may be among them.
