Correct, But you are automatically eligible to Apply for a DECA.

The rules have changed. You also need to be fully compliant with the AFB PMP for the last 12 months to be eligible.
The times when DECAS were given away as candy to reward passing the AFB recognition course are gone.

How is this this compliance checked ? You get your DECA after submitting your first ADR ?

Then the agency checks if your self assessment was true and correct to confirm eligibility for a DECA.
